bug 349464: some surprising differences between RC4 and RC5

https://bugs.eclipse.org/bugs/show_bug.cgi?id=349267

It looks like there are more differences in the RC4 and RC5 packages than expected. Rebuilding RC5 means that we all need to test them again. Any thoughts?
