EPP package content is technically, formally up to the "package maintainer"; though I'm sure there'd be interest and desirability (though I don't know much about that project). I suggest you open a bug in EPP (I guess under Java Package Component, if you mean it that specifically). There, the pros and cons could be discussed, decisions documented, and (eventually) the details needed to accomplish it (such as feature IDs to pull from common repo).

Yepp, that is the 'correct' way of asking for inclusion: Opening a bug against the package component in EPP and asking the package maintainer (in the "java package" case it is Mik and Steffen) for inclusion.
