This jnlp file is generated by PDE at export time (see options tag in the export dialog).
You can also learn a bit more about jnlp support in eclipse at http://help.eclipse.org/galileo/index.jsp?topic=/org.eclipse.platform.doc.isv/guide/java_web_start.htm

Now I don't know is where this feature is coming from since it is not mentioned in the p2 repo and that the only thing we have resembling is the installer.product.
