There are only a few people actually cc'd on this bug, so below is my response to Ian's bug posting.

ECF is being included in Equinox for use in p2 work, so at least those parts of
ECF are/should be candidates for inclusion in one or more of the existing
packages...since I believe all of them will depend upon Equinox.

As for other parts of ECF (e.g. IM/chat,etc)...yes, it could be used to create
a package but I believe the process specified here

creates very difficult barriers to entry for reasons expressed by me on email
thread "Process for creating Packages" started by Ian (it doesn't seem to have
been archived on any mailing list as far as I can tell).

So

a) this bug still applies for those parts of ECF currently being used by
Equinox p2 and therefore all existing packages that will depend upon Equinox
b) the EPP creation policy is flawed/biased because it creates high barriers
for new package creation (because of resources implied by the required
testing).
