[epp-dev] Build installer

I'm trying to build an installer,  I'm following the pages web page at http://wiki.eclipse.org/Installer_SFX_creation.  Is there
a build I can run to build the org.eclipse.epp.sfx.builder.XSECompiler?  If so How do I run it.  If not where Can I download a
built version of it?
