Per Kroll has expired the commit rights for Brian Lyons (blyons).  The
reason for this change is:

As many of you know, Brian sadly died in a motor cycle accident some time
ago. I am hereby moving him from active committer to Committer Emeritus
status.

To honor Brian Lyons's contributions to the project, Per Kroll has
nominated Brian Lyons for Committer Emeritus status.
