[emf-dev] Commit rights for Michal Ruzicka have been expired

Eike Stepper has expired the commit rights for Michal Ruzicka (mruzicka). 
The reason for this change is:

Michal has done a great job when he was acting as our release engineer.
This role is now assigned to someone else, to myself ;-(

To honor Michal's contributions to the project, Eike Stepper has nominated
Michal for Committer Emeritus status.
