[emf-dev] resolving references to XMI file located in a plug in

First let me say thanks for everyone's help with previous questions!

My question today is about the resolution of external references in
EMF resources.  My schema has a unidirectional reference to an
EObject that is located in an external file.  I would like that external
reference to resolve to a exists in a data-only configuration extension
similar
to help contributions.  What is the best approach?  Do I need to register
with the ResourceSet?
