I'd like to ask if there is a specific reason why non-committers can not push to gerrit on behalf of others.

I've found that it would be nice if I could push a new patch set to a gerrit change created by someone else.
For example while helping out with https://bugs.eclipse.org/bugs/show_bug.cgi?id=544237 I did some changes based on Thomas Wolfs changes and
had to push them as a separate change, so that Thomas could take them and push them as a new patch set onto his change.
Now it happened again, that I wanted to push my rebase of https://git.eclipse.org/r/#/c/50998/. This time Andrey pushed it for me, but it would have been easier if I could have just pushed it my self.

So my question is, if this setting can be changed to allow non-committers like me to push commits authored by someone else(but committed by that person, e.g. amended).
