Yes.  Incredible overkill.  The wiki page is completely unnecessary.
I actually ignored the page altogether and am inclined to delete it.

Free-form discussion should happen on this mailing list, provided
the discussion isn't already in a Bugzilla comment thread on a bug,
or on an existing code change.

Given that Mykola has already posted code for this, I'd encourage
at least most of the discussion to take place as comments on the
code in Gerrit.  If this was pre-code, I'd encourage the comments
to be in Bugzilla.  But not on the wiki.
