[edt-dev] EDT is in lockdown, only I2 P1 defect fixes are allowed

EDT is now in lockdown as we approach 0.8
Milestone 2.  Do not commit any changes unless you're fixing a P1
defect for 0.8.0 I2.

At the moment we have ten defects targeted
for this iteration, but only four are P1.  If you own a P3 defect,
please change its target to 0.8.0 I3, or change the priority if you think
it must be fixed in I2.
