I tried again and the following errors are present, and looking higher up the startup logs I saw a similar exception to without the eclipselink.deploy-on-startup set to true:

I am surprised that error message does not have any EclipseLink-specific-information in it. Is there any other error message? Do you see and EclipseLink logging in any of the logs?  (if not, try

eclipselink.logging.level=FINEST)

 

Does turning off weaving help? (eclipselink.weaving=false)
