Bug 321473 - DeadLock in ConcurrencyManager because of deferred lock (trunk checkin)

Description: Under load EclipseLink will be in an effective deadlock in the concurrency manager while waiting to release a deferred lock.

A seperate fix was previously checked in for 321473 in EL 2.1.
