Eric your IP address was blocked for too many invalid login attempts.  
Your IP in the office is likely in our whitelist, so you would have 
never seen this type of behaviour.

FWIW, dev.eclipse.org is a cluster of three machines behind a Cisco load 
balancer and redundant Internet links.  It is possible that 
dev.eclipse.org could be down, but chances are everything else at 
eclipse.org would be down as well.
