[eclipselink-dev] Fix for 272748: javax.persistence manifest generation

Everyone,
   The following patch has been reviewed and checked as part of 
enhancement bug# 272748.
   Update manifest generation scripts in build.xml for jpa and 
javax.persistence projects
   Regression tested ant build and Eclipse IDE refresh in clean 
Ganymede 3.4.2 workspace (both Orbit and non-Orbit workspaces)
