Fix checked in. The fix does some translation from the JDBC max rows specified 
for the query and the value written to the SQL.  The majority of both fixes is 
community submitted.

Tested with FullRegressionTestSuite and Core LRG on Oracle and MySQL and with 
manual testing on PostGreSQL
