[eclipse.org-planning-council] 2022-09 and 2022-12 schedule

Hi folks,

We have our monthly meeting next week, and ahead of that I prepared the schedule for 2022-09 and 2022-12 releases

As discussed in the last call the schedule is the same cadence as 2021-09/12. Please review and confirm that it is ok.

I also added the Orbit release dates to the Planning Council google calendar - that is the calendar that runs my releng life these days, so it helps me and I hope the increased visibility of that is useful for everyone else too.
