There is also the usual problem of the ripple effect of something dropping from the train that something that hasn't dropped off the train depends upon.  Most likely there are active participants downstream from these inactive ones...

Two weeks could be not enough. There are people wo have three or more weeks off during summer time. However, mid-end September is a good chance that most summer breaks are over.

As of now, we have 26 projects that participated in the previous release that have not formally opted-in to participate in the 2019-09 release.  Clearly 26 project teams aren't paying attention. 

Is the opt-in process that "touch" the aggrcon file thing or is this the email you are expecting to cross-project?
