[eclipse.org-planning-council] Proposed update to the Eclipse Simultaneo

Planning Council,

Please review the proposed updates to the Simultaneous Release 
Requirements doc linked below.  The goal of this revision was to 
streamline the mandatory requirements, resulting in a document that is 
more concise and hopefully less intimidating in size.  Additional 
explanation and rational for requirements have been off-loaded onto a 
backing Appendix page.  Optional requirements and other content have 
also been moved to the Appendix to help streamline the main doc.

Please reply with any feedback so we can iterate on these revisions as 
necessary.  We would like to have a "yay or nay" vote at the next PC 
meeting to formalize the changes.
