I ran a new Europa build (http://dash.eclipse.org/~bfreeman/europa/) but it looks like you forgot to add org.eclipse.mylar.jira_feature to your features-mylar.xml file. See http://dash.eclipse.org/~bfreeman/europa/update%20site.xml-extra%20features-log.html .
