Declaration for the Scout Project

The Scout project (http://www.eclipse.org/proposals/scout/) is a proposed open source project under the Eclipse Technology project. Scout will provide an application model, a reference implementation, and utilities proven to be useful for business application development. The Scout framework is intended to substantially reduce development time for fully SOA and J2EE compliant solutions.
