There have been some discussions about a "best practice for publishing to Maven Central", see here for reference:

I suggest you comment on that bug for asking about current status quo.
Those eclipse.org-committers who are interested can then watch this bug or any follow-up that's spawned from it.

we would like to start deploying Maven artifacts for our Eclipse project on Maven central.  Should we follow the standard procedure required by Maven central or does the Eclipse infrastructure provide an alternative procedure?

I could not find this information in the Eclipse wiki...
