That looks very good and it's IMO a great step forward for the community to get a more automated access to validation of IP!

I've opened https://github.com/waynebeaton/licenses/issues/6 which I think is necessary for a successful usage.

As mentioned on the call, what would be great is that at some point, the CQ form takes as input the dependency list file in the format you describe and can take care of the validation, highlighting dependencies for which extra-CQs may be needed. While some projects may adopt such tool in their build chain, I don't think it's realistic to hope all projects will adapt soon, and it would be a good thing to leverage and promote the tool in the current process pages (ie CQ form and IPZilla).
