shared it. And others were able to see it, Did this change in the recent
Bugzilla version?

search query that matches that tag. After that you save the query under
a name and share it via 'Saved Searches' preference page.
As Wayne has mentioned, the Bugzilla "Tags" field is not shared
and is only used for personal tags..

I'm a little confused about what you mean. Do you mean Bugzilla Tags or
prefix tagging a subject line (e.g. "[FEEP] Do something interesting
stuff"). I had intended the latter (I've good success with using these
for queries).
I've never used Bugzilla Tags, but my understanding is that they are connected
to the individual (i.e. they're not shared).
