I've completed a draft of the update to the Eclipse Development
Process for 2015 [1].
I'll admit that I had to scale back my ambition on this, but I think
that it does provide some valuable incremental improvements. The
list of bugs that track the changes are listed at the bottom of the
document. I've also provided a direct link [2].
There is a link to a "diff" on the main document. I'm not all that
happy with how it renders, but it should at least point you to the
changes.
The more significant changes are these:
415620: [EDP] Streamline review requirements

I think that this makes reviews better, though it is really just an
acknowledgment of practices that we've been following for some time.
Hopefully it will at least make reviews seem less scary.
471367: [EDP] Include "Freedom of Action" requirement in the EDP

This probably the only new requirement in this draft. It effectively
says that projects are required to use EF-provided Git and download
servers.
477238: [EDP] Generalize the expected output of projects

I tried to make the document more inclusive of things that aren't
necessarily frameworks and tools. This is probably where I need the
most help from you to ensure that the changes that I made are right
and that I didn't miss anything. Of course, we can't change the
quote from the bylaws.
I would very much like to bring this to the board for their approval
this quarter which, I believe, means that we need to provide it to
them for review by mid-October.
