[eclipse.org-architecture-council] Create an incubation@xxxxxxxxxxx mail

I need more input on this bug.

The idea is to create a mailing list and automatically add people to it.

You would be automatically added to the list if:

1) You are a member of the Architecture Council; and/or
2) You are a committer/project lead on a project that is in incubation or has graduated in the last six months.

Minimally, I'd really like a lot more +1s from AC members.

If you feel that the list should be opt-in, please make that comment on the bug.
