I updated the Maven related bug and emailed Jesse McConnell and Shaun
Smith for more information...

I created a bug discussing a third party library policy...

One thing that came up while thinking about how to handle the third
party library problem... we could somehow bake reviewing your library
usage as part of the release review process. The EMO can do a quick
check to see if you're using the latest version of everything
available (maybe some tool can be used to do this quickly).

Please voice your opinions in the respective bugs.
