FWIW, Tycho has a facility for aggregating update sites together too [1]. It consists of a pom file that lists update sites and a site.xml that lists features/categories. When you run the build, you get an aggregate p2 repo from the input sites and requested features, filed into the specified categories. It's dead simple and doesn't require and special knowledge of Buckminster, B3 or p2.

The reason I mention this is that if Cloudsmith isn't available for resourcing, Sonatype may be.

to participate, but without leadership, I fear this goes nowhere.

I don't mind being added to the working group. I have a lot of
experience adopting Maven for Eclipse projects given the work we did
with EGit and JGit.
