I think we should track this in the Architecture Council bucket. We've had
similar requests for other bug trackers before, and this can actually be seen
as a duplicate of bug 253889.

Fact is that bugzilla works "well enough" for everything we do today and it is
deeply intertwined with foundation processes (see bug 253889 comment 13 and
14). Getting rid of bugzilla is a HUGE undertaking. Given that effort of
moving, whatever replacement gets proposed must have outstanding advantages
over bugzilla... and, given that bugzilla is fast and has an excellent
notification system we do not see reason for getting rid of it. See bug 253889
comment 26 for a word from Mike Milinkovich, backed by the Eclipse Board of
Directors.

Moreover, we are striving for consistency of tooling across the Eclipse
projects, so allowing some project to use a different bug tracker than all the
others is not something we'd do lightly (consider the effort of moving or
referencing bugs between components!)

Now that being said, we don't want to be blunt and avoid any kind of innovation
right away. But before we can even consider investigations of other bug
trackers, we need a very clear list of prospective advantages. Without such a
list, I'm scheduling this bug for WONTFIX within a week.
