There is a heck of a lot of information that the average committer just doesn't
know. A lot of the information is out there, but finding it can be a bit of a
challenge. 

I'd like the architecture council to consider producing a series of "Here's
something you should know" messages that are mailed on a regular basis to the
committer list. The idea is to provide reminders. As a bonus, it will force
*us* to know this stuff.

Ideally, these messages would be concise (one or two paragraphs). They would
provide a few works describing an important concept (like 3rd party
dependencies) with an example and links to further information and discussion.

Perhaps we can consider making the production of one of these notes a goal for
each call.
