Greetings esteemed members of the Architecture Council:

As part of my ongoing effort to review the status of Technology 
projects, I've started creating a set of guidelines/checklist to help 
projects do the right sort of things to develop community.

It's only a start and I've almost certainly left out many things. I'd 
love to have your input. I've moved what I have thus far to the wiki:

Please add your input to the page. I think this can be valuable resource 
for projects.
