Am I right that the *end user* is allowed to mix-and-match *GPL and EPL
components as long as she downloads and assembles them on her own; but
distributors are facing legal obstacles such as the "debug and reverse
engineer" clause?

Given that *GPL is subject to interpretation, it looks like it depends on the
risk that a given distributor is willing to take. Are there any known measures
that can be taken to mitigate the risk?
