Does that include clean-up patches (patches with no functional
change)?  Not having to create a bug report for these would improve my
workflow and I think this would also be the case for others.

I'm especially interested in Alex opinion as he is the other PMC
member (I'm aware of) who actively does code cleanup patches on a
regular basis.

I am all for that. The less time spent on useless effort the better.
