The minor version of the bundle org.eclipse.equinox.http.jetty increased after the API freeze.  The actual changes to the bundle didn't introduce new API.  Past experience has shown that decreasing the version after the bundle has been out there can be disruptive.  Rather than revert the version increase I am asking for PMC approval to allow the version increase after the planned API freeze.

Absolutely we should not downgrade.
