Yes. The spy can be used in a pure e4 application with a custom e4 handler. Pulling in PDE (with JDT) into a pure e4 application is not that easy.

Any opinion from the other PMC members? Again, this change includes no
functional change, no API. It will only make this spy available for
RCP customers without pulling PDE as dependency.
