[eclipse-pmc] Request to add a static convenient method to open MessageD

Dear PMC,

on behave of David I would like to get approval to integrate the
change for Bug 513305.

Eclipse 4.7 M6 introduced the option to define custom labels for
MessageDialogWithToogle and this Bug suggest to adds a convenient
method to open such a dialog.

This change is IMHO consistent with the existing static method to open
MessageDialogWithToogle with predefined labels.
