Re: [eclipse-pmc] Requesting backport of [Bug 272076] [launching] always validate prior to launching

+1 for a max wait period of 7 days. If no -1 vote has been given at
this time the requester can assume that their is no objection and
proceed.

I think if someone of us give a +1, this should be sufficient to
merge. The overhead of getting a +1 and waiting 7 will be time
consuming. If later another PMC member disagrees, we can always revert
and undo any harm that the merge created.

This would allow for a simple workflow with a +1 vote and also
simplify the situation where no vote has been given.
