[eclipse-pmc] Approval Bug 475934

Hi,
I would like to request approval for committing BR 475934
https://bugs.eclipse.org/bugs/show_bug.cgi?id=475934
It is not a "real" source API change, however it fixes the order in
which Model Fragments, processors and the resolvement of imports are
processed.
Therefore, Brian suggested to get PMC approval.
Reason for the exception:
- Bug is in a core component component
- No accessible API has been added, but the existing one has been fixed
- Test cases are provided
- Two committers have already reviewed the contribution
