[eclipse-pmc] Request build for Mars.2 RC4 for change in EMF pre-req

EMF has provided another, final build for
Mars.2.

There are 3 or so code changes that
touch the "base" code we use in as a pre-req for the platform.

They all look safe enough, to me, and
I think its important we be "in sync" with what they provide
to Sim. Release. 

I would suggest we do an M-build this
afternoon so we have that probably final build available as early as possible.
