[eclipse-pmc] Plan to promote RC1 soon ... without one sign-off?

As we've agreed, this is my usual "open"
warning that there's one component that has not "signed off"
on RC1. See

My guess is between the build being
delayed and timezone differences or holidays, that appropriate "backup
committers" were not arranged to do the sign-off. 

From what I can see there are no recent
changes in eclipse.platform.resources, no open bugs, no JUnit failures,
etc., so I plan to go ahead and promote the build ... unless I hear otherwise
in the next 20 minutes or so. 

Apologies for the late notice (and,
normally I would offer to do it later in the day, except I need to be off-line
soon myself, so I think best to get it done).
