[eclipse-pmc] Approval of "works-with" dependency on Node.js for Orion

PMC approval is required for declaring
"works-with" dependencies, and the rationale and approval has
to be documented on a public mailing list. As discussed in a previous PMC
call, Orion provides two different servers - one based on the JVM, and
one written in _javascript_ using Node.js. We never distribute either the
JVM or Node.js with these servers - the expected workflow is that end users
obtain those runtimes independently if they are not already available.
Based on this the proposal is to declare a "works-with" dependency
on Node.js for the Orion project. Please review the CQ and indicate your
approval (or not) on this list for the record.
