Note that I don't think in general we
should be adding David Williams as a committer to components to ensure
smooth running of our tests. We did this in the past where Kim was a committer
on all components, but we deliberately decided not to do this anymore.
It is not David's problem to fix problems in everyone's tests (not that
it stops him from trying anyway). However, in the case of PDE build it
is clear to me, there is nobody on the team who knows PDE build better
than David so this makes sense.

Hello PMC members, 

PDE Build currently has no active committers. To have someone around with
commit rights, John Arthorne was nominated. However, there has been a few
cases in the past weeks where additional committers were needed.

If I am added as a committer, I would be able to apply CBI patches and
test fixes that I am responsible for as the component lead.

David Williams should also be added as a committer for handling test fixes
and any changes needed to keep the RelEng running smoothly.
