[eclipse-pmc] Launcher icons and split streaming

PMC members, we have a current problem
that our new 4.2 icons are showing up in some places in the 3.8 build.
This wasn't intended, but results from the fact that the launcher repository
where the icons live is not forked between 3.x and 4.x streams. Please
