[eclipse-pmc] PMC approval needed for API addition

BACKGROUND:
 A new feature has been added for 3.7 to sync
the workspace state
 with the underlying file system in a timely
manner.

 By default the feature is disabled. We need
new a new option to decide
 whether this feature should be enabled or not.


GOALS/BENEFITS: 
 We could allow users to decide what kind of
auto-refresh they want to use.
 It could be done via new UI. See https://bugs.eclipse.org/bugs/show_bug.cgi?id=340978

ASSOCIATED BUGS:
 https://bugs.eclipse.org/bugs/show_bug.cgi?id=341075

RISKS:
 None, if the preference is disabled. When enabled,
some part of UI,
 like Text Editor may ask to perform a refresh
even, 
 if it was already done in the background.

PERFORMANCE IMPACT:
 None.
