[eclipse-pmc] Bugzilla Target Milestones for 3.7

It would be useful to add new Eclipse
3.7 target milestones to the Bugzilla "Target Milestone" field.
(i.e. 3.7, 3.7 M1, 3.7 M2, etc)

Justification: Now that the API freeze
is over, I need to tag certain API-related bugs for Eclipse 3.7 M1 or M2.
(i.e. new API that was deferred to 3.7, but needs to go in early in the
cycle).
