Someone from the foundation should be able to point you at the info. My understanding is that it doesn't appear in the minutes because it was approved by both the IP Advisory Committee and the board by electronic vote.

On a separate note - where is that policy ? I checked the last couple of PMC and Eclipse Foundation Board Meeting minutes and came up with no info on it.
Care to point me to where to see what those circumstances are ?
