On first look, it appears you have a dependency on the dll.

Please work with your PMC to discuss the dependency as it relates to the
Eclipse Third Party Dependency Policy
(http://www.eclipse.org/org/documents/Eclipse_Policy_and_Procedure_for_3rd_Party_Dependencies_Final.pdf)

This CQ is "awaiting pmc" which seems suitable.
