[eclipse-pmc] Request approval to fix bug for 3.4.2

JDT/Core requests approval to fix https://bugs.eclipse.org/bugs/show_bug.cgi?id=262389.
This is a regression introduced in 3.4.0
causing wrong granularity in UNDO stack which has bad consequences on some
existing products, the fix is quite simple and safe.
A patch is also attached to the bug.
