I have a request to fix https://bugs.eclipse.org/bugs/show_bug.cgi?id=241640
[ui] Multiple (3) "Software Updates" menu items  in Help menu

When we reworked some of the update menus for p2 in 3.4, we dropped
the ID for this menu.  It's a regression (any contributions to it will
now not show up) and a polish problem (which there is no way to fix in
3.4.x).

I know it is late in the game here, but this is an extremely low risk
fix and I beg your indulgence.
