[eclipse-pmc] Galileo plan update

PMC,  I have been working on an
update of the Galileo plan to reflect current status, changes in reference
platforms, etc. After iterating with McQ I believe it is ready for PMC
review. Please add any comments in the bug. I hope to publish the plan
update by the end of this week.

PS - If anyone knows a way to get a
draft plan in HTML format, I'd love to hear it. Since the HTML form of
the plan seems to be generated on the fly from data in the portal, it doesn't
seem possible to see the HTML form of the plan until the document is pushed
to the location that matches the portal data. For lack of a better form
I have provided the update as a patch, and in raw XML form. You can search
for references to "new.gif" in the xml document to see what changed.
